All health care systems face problems of justice and efficiency related to setting priorities for allocating a limited pool of resources to a population. Because many of the central issues are the same in all systems, the United States and other countries can learn from the successes and failures of countries that have explicitly addressed the question of health care priorities. We review explicit priority setting efforts in Norway, Sweden, Israel, the Netherlands, Denmark, New Zealand, the United Kingdom and the (...) state of Oregon in the US. The approaches used can be divided into those centered on outlining principles versus those that define practices. In order to establish the main lessons from their experiences we consider the process each country used, criteria to judge the success of these efforts, which approaches seem to have met these criteria, and using their successes and failures as a guide, how to proceed in setting priorities. We demonstrate that there is little evidence that establishment of a values framework for priority setting has had any effect on health policy, nor is there evidence that priority setting exercises have led to the envisaged ideal of an open and participatory public involvement in decision making. Despite increased general awareness of suicide in U.S. adult correctional facilities as well as the availability of research and correctional standards that advocate increased attention and services to potentially suicidal inmates, prevention efforts within correctional facilities remain piecemeal and inmate suicide continues to be a serious public health problem. A robotic state of mind excuse, that inmate suicide is not preventable, impedes prevention efforts. In the following discussion, the key ingredients to comprehensive suicide prevention programming are offered to dispel these (...) obstacles.Suicide is a leading cause of death in jails across the United States, with well over 400 inmates taking their lives each year. In some urban jail facilities, deaths related to acquired immune deficiency syndrome slightly outnumber deaths by suicide. The rate of suicide in county jails is estimated to be approximately nine times greater than that of the general population. Overall, most jail suicide victims are young white males who have been arrested for nonviolent offenses and were intoxicated when arrested. (shrink)

It has been suggested that focusing on procedures when setting priorities for health care avoids the conflicts that arise when attempting to agree on principles. A prominent example of this approach is “accountability for reasonableness.” We will argue that the same problem arises with procedural accounts; reasonable people will disagree about central elements in the process. We consider the procedural condition of appeal process and three examples of conflicts over coverage decisions: a patients’ rights law in Norway, health technologies coverage (...) recommendations in the UK, and care withheld by HMOs in the US. In each case a process is at the center of controversy, illustrating the difficulties in establishing procedures that are widely accepted as legitimate. Cook et al. argue that mirror neurons originate from associative learning processes, without evolutionary influence from social-cognitive mechanisms. We disagree with this claim and present arguments based upon cross-species comparisons, EEG findings, and developmental neuroscience that the evolution of mirror neurons is most likely driven simultaneously and interactively by evolutionarily adaptive psychological mechanisms and lower-level biological mechanisms that support them.

The target article discusses a model of how brain circuits mediate social behaviors such as imitation and mindreading. Hurley suggests potential mechanisms for development of shared circuits. We propose that empirical studies can be designed to differentiate the influence of genetic and learning-based factors on the development of shared circuits. We use the mirror neuron system as a model system.

There is public support in the United States and Europe for accounting for animal welfare in national policies on food and agriculture. Although an emerging body of research has measured animals’ capacity to suffer, there has been no specific attempt to analyze how this information is interpreted by the public or how exactly it should be reflected in policy. The aim of this study was to quantify Americans’ preferences about farming methods and the suffering they impose on different species to (...) generate a metric for weighing the trade-offs between different approaches of promoting animal welfare. A survey of 502 residents of the United States was implemented using the online platform Mechanical Turk. Using respondent data, we developed the species-adjusted measure of suffering-years, an analogue of the disability-adjusted life year, to calculate the suffering endured under different farming conditions by cattle, pigs, and chickens, the three most commonly consumed animals. Nearly one-third of respondents reported that they believed animal suffering should be taken into account to a degree equal to or above human suffering. The 2016 suffering burden in the United States according to two tested conditions was approximately 66 million SAMYs for pigs, 156 million SAMYs for cattle, and 1.3 billion SAMYs for chickens. This calculation lends early guidance for efforts to reduce animal suffering, demonstrating that to address the highest burden policymakers should focus first on improving conditions for chickens. Egypt has not yet given us a Greek original of Plautus, unless the paltry Hibeh fragments belong to the original of the Aulularia. If they do, then Plautus departed widely from the Greek. And that is what one would expect. Read any ‘sermo’ in Plautus and see how recklessly he abandons himself to the vagaries of his humour. Clearly no ‘icily regular’ Greek is his guide there. Still a ray of light has come from Egypt that illumines one dark spot (...) in Plautus, the end of the first Scene of the Bacchides. Behaviorally, children’s explicit theory of mind (ToM) proceeds in a progression of mental-state understandings: developmentally, children demonstrate accurate explicit desire-reasoning before accurate explicit belief-reasoning. Given its robust and cross-cultural nature, we hypothesize this progression may be paced in part by maturation/specialization of the brain. Neuroimaging research demonstrates that the right temporoparietal junction (TPJ) becomes increasingly selective for ToM reasoning as children age, and as their ToM improves. But this research has narrowly focused on beliefs or on undifferentiated mental-states. A recent (...) ERP study in children included a critical contrast to desire-reasoning, and demonstrated that right posterior potentials differentiated belief-reasoning from desire-reasoning. Taken together, the literature suggests that children’s desire-belief progression may be paced by specialization of the right TPJ for belief-reasoning specifically, beyond desire-reasoning. In the present study, we tested this hypothesis directly by examining children’s belief- and desire-reasoning using functional near-infrared spectroscopy in conjunction with structural magnetic resonance imaging to pinpoint brain activation in the right TPJ. Results showed greatest activation in the right TPJ for belief-reasoning, beyond desire-reasoning, and beyond non-mental reasoning (control). Findings replicate and critically extend prior ERP results, and provide clear evidence for a specific neural mechanism underlying children’s progression from understanding desires to understanding beliefs. Annus tuus ex diametro susceptus est. Diametrum est, etc. ‘Glossae collectae’ from the Bible and from Jerome's prefaces come next.

Narrative inquiry in a nursing practicum One approach to creating research‐based nursing education is to think and write narratively about the daily life of a BScN program student and her teacher in diverse settings and over time. Gail, as a nurse‐teacher, and Faith, as a nursing student and now Public Health Nurse, reconstruct their teaching–learning experiences in an integrated practicum in maternal–child health services as a narrative inquiry. After presenting this reconstruction of experience at a conference on maternal scholarship, further (...) inquiry into their experiences shows how narrative inquiry matters to construction of nursing praxis and to life‐long learning as a nurse. Teaching–learning relationships are seen as a template for a student's connections to people experiencing nursing care and to other clinicians. Construction of stories to live by that take into account becoming a nurse, constructing knowledge and enacting caring–healing nursing practices is illuminated through narrative inquiry. (shrink)

The Oxford Classical Texts, or Scriptorum Classicorum Bibliotheca Oxoniensis, are renowned for their reliability and presentation. The series consists of a text without commentary but with a brief apparatus criticus at the front of each page. There are now over 100 volumes, representing the greater part of classical Greek and Latin literature. The aim of the series remains that of including the works of all the principal classical authors. Although this has been largely accomplished, new volumes are still being published (...) to fill the remaining gaps, and old editions are being revised in the light of recent research or replaced. Charisivs, in his chapter on Adverbs, cites for Hispane a line of Ennius' Annals : Hispane, non Romane memoretis loqui me. Professor Norden , the apostle of Combinations-forschung, combines this fact with another fact mentioned by Livy , the celebre per Hispaniam responsum of a Spanish town to a Roman embassy. But why does he ignore a third fact which must be brought into any combination that can be convincing—the quotation of this line of Ennius by Festus in a paragraph (...) which apparently deals with Graeco-Roman affinities ? That Isidore′s etymological encyclopaedia should still remain to be edited seems strange at first sight; a book which makes a bridge between ancient and modern learning, and gives us a picture of the arts and sciences in Spain in the seventh century. Arevalo′s edition has a fair text, but practically no apparatus criticus; Otto′s offers the variants of a few worthless MSS. to support a very poor text. Since Otto′s, published some eighty years ago, there have been promises of editions, (...) but no actual edition. (shrink)

Mrs. Dall, in her article A Seventh-Century English Edition of Virgil , shows that Virgil glosses taken from marginalia in the same MS. of the poems often preserve something of their original coherence in the two kindred glossaries, Affatim and the Second Amplonian, in spite of all the reshuffling of these two collections. Thus a small group of Virgil items appears in Affatim on p. 491 of Goetz's apograph : Carecta, Crateras, etc. The second last of this ‘Virgil cluster’ is (...) Cada: vasa vinaria. It appears also in Ampl. II. Ca[t]da: vas vinaria, and in Ampl. I. Cada: vasa vinaria, and is apparently taken , ultimately or immediately, from a marginal annotation on Aen. 1, 195 ‘uina bonus quae deinde cadis onerarat Acestes’ for in the Virgil Glossary printed by Goetz in C.G.L. IV. 427–470 we find Cadis: vasis vinariis. (shrink)

In the Teubner edition, just published, I had to reduce the apparatus criticus to the smallest possible dimensions. All conjectures that were merely probable and not fairly certain had to be excluded. Some of them that are new may find a place here. There is only one MS. of Festus′ epitome of Verrius. It is now at Naples, and is said to have been found in Illyria. Dr. E. A. Loew, the leading authority on Italian script, tells us that it (...) was written at Rome towards the end of the eleventh century. It must have been rescued from a fire; for the outer edges of all the pages are burned away, so that the greater part of the outer of the two columns on each page has been lost. The chief task for editors is to fill up by conjecture these gaps in the outer columns. Scaliger won immortal fame in this work, although many of his conjectures merely followed out a suggestion of his predecessor, Augustini. Ursini and Miiller were of service in adapting to the conditions of space the stop-gaps of Scaliger, and both of them, chiefly Miiller, added excellent conjectures of their own. The conjectural supplements, printed in italics in Müller's edition, have often, especially in German students′ dissertations, been treated as if they were actually part of the text. The Hungarian editor, Emil Thewrewk, who first provided satisfactory manuscript material for Paulus′ epitome of Festus, in order to prevent this error, took the extreme course of omitting these supplements in his edition; although many of them are made absolutely certain by the words of Paulus. I have taken a middle course between Miiller and Thewrewk and have admitted the certain and the probable supplements, leaving blanks elsewhere. Professor Postgate speaks of ‘the regrettable silence of the principal editors of Plautus upon the subject.’ As a minor editor, I beg to defend my colleagues by pointing out that the scansions dĭŭtíus and dyūtius are subject of a note in Dziatzko's and Hauler's editions of the Phormio of Terence and in the Plautus Report in Bursian of 1879 . Also that a reference to the index of my larger edition of the Captiui will show that the word is discussed (...) in my section on Prosody : ‘The same doubt exists regarding the scansion of diutius , the by-form of the fuller form dĭūtĭŭs .’. Phillips & Singer's compelling presentation is weakest in its demonstration of commonalities between sensory plasticity and higher forms of learning and behavior. We propose that available data on schizophrenia can provide such evidence, because of the presence of impairments in a number of functions central to their model, and strong relationships between these dysfunctions and behavior.
